Minutes of a meeting of the Council which took place on Monday 12th December 2011

in the Spalding Hall Church Lane at 7.30 pm

158/11  Public Open Session

Members of Hittisleigh Parish Council and other members of the public addressed the meeting regarding the application to remove condition 2 and 7 from the planning approval for Hittisleigh Barton and the increase in traffic that might be caused by the increased use of the premises at Hittisleigh Barton.

Any traffic approaching from the A30 would have to use the C50 through the village and the Yeoford Road, removing condition D2 would allow many different types of activities to take place. They requested the support of the parish council in objecting to the proposals

Minutes of the meeting on Monday 14th November 2011 had been circulated and it was resolved they be taken as read and signed as a correct record

 

162/11  Matters Arising

Councillor Westcott updated on affordable housing and reported a meeting about setting up a land trust was arranged for the 13th December

 

163/11  Chairman & Councillor’s reports

Councillor Cowley had completed the snow warden training he wanted to get information on meals on wheels recipients he had asked the Clerk about the possibility of getting increased insurance cover for volunteers. No reply received yet but Clerk authorised to arrange additional cover if it was available at reasonable cost

Councillor Mitchell had met the M.D.D.C. Grounds Officer and he had agreed to continue with the previous arrangement for grass cutting in the village

Councillor Westcott had attended a meeting at M.D.D.C. on sustainability there was a further meeting at Crediton on the 17th January

Councillor Dicker reported part of a hedge had been removed between Four Cross Ways and Southcombe Hill. Councillor Coren confirmed he was following this up

 

164/11  District and County Councillors reports

Councillor Coren reported there were some garages to rent at Glebelands

Councillor Way had sent a report. He had spoken to the D.C.C. portfolio holder regarding the gritting of Yeoford Road who had agreed to look into it. Councillor Way was meeting with highways to look at local issues was there anything that Cheriton Bishop would like looked at. Council requested the overgrown hedges at Chestnut Close and the Yeoford Road signs are checked

Affordable housing survey summary circulated with agenda

Draft budget for consideration copy circulated with agenda. Agreed to put the setting of the budget and precept on the January agenda

 

166/11  Planning application

11/01882/FULL  Sweet William Horselake Farm Cheriton Bishop Retention of level decking area to facilitate access for disabled in rear garden  No objections

 

11/01621/FULL land at Argermay Cheriton Bishop additional information received.  No further comment

to make the previous objections are restated. Councillor Coren was requested to ask for a site visit before the planning committee meeting takes place

 

0617/11  Middle Eggbeer Caravan Site Cheriton Bishop certificate of lawfulness in respect of the use of a caravan site as holiday use only.  Council supports the application

11/00701/FULL  Mounson Lodge Cheriton Bishop erection of two storey extension

 

11/01583/FULL Hittisleigh Barton removal of conditions 2 and 7. Agreed to object to the removal of the conditions Removal of both or either of these conditions would have a major impact on the amount of traffic generated by the venue. Any traffic coming from the direction of the A30 would have to use the Yeoford Road to get to the venue. Cheriton Bishop have on a number of occasions raised concerns with highways about this sub standard road and its junction with the C50 and any increase in traffic would make matters worse and increase the danger to pedestrians using this road where there is no footpath

 

Notification from D.C.C. that all County planning applications will be consulted on electronically

from 1st April 2012

Council agreed in principle to produce a Parish Plan. Councillor Westcott would draft an article for the newsletter to see what interest there was from the community

175/11  Public open Session

Member of the public asked if there had been any progress on reinstating the post box in Church Lane Chairman explained the Post office were quoting regulations that stated they did not have to put a box in Church Lane. Member of the public also supported the proposal to produce a Parish Plan
